I just tested on a local fresh wordpress 4.6 installation and I don’t have this issue.
Some directions to fix it:
- have you tested it during a core or plugin update? (wp is always unavailable during updates)
- maybe reset your .htaccess code if contains some additional code…
- i assume you have checked your administrator role…
- maybe you can test to reset settings and retest…

No, it’s a fresh WP installation and the .htaccess contains just the rewrite rules for the permalink strukture.
i assume you have checked your administrator role…

nope, I see the same result through the preview tab as the normal webpage.

Okay, I guess it’s a problem on my site. My userrole work properly.

Okay, after a fresh install everything works. I guess there was a problem with the .htaccess chmod permissions… don’t no exactly.
