Can't select a Translation engine.

I’m having the same issue other people have, where it only translated some things on the page. And one of the solutions was to switch to Bing Translation engine.

However, when I navigate to the Translation Engines tab, I cannot select any of the engines for preferred auto translation. They just remain unselected.
