i just install wordpress in localhost.
The theme includes some extras (it’s actually a combination of theme files and some plugins) but it’s still just over 3Mb as a zip file.
You probably just need to tweak the ‘max upload size’ in the php.ini settings for your web host.

FWIW, you probably want the latest code, which can be downloaded from Github, here:
We’re working on a version 1.1 that will be uploaded and made available via ww.wp.xz.cn, but in the meantime the link above has the best/latest code with a number of bug fixes and enhancements from the 1.0 version.
