Captcha only loads on page refresh

Often (but not always) the first time the page loads the form loads but the captcha does not. Upon refresh the form now loads with the captcha. There is a similar problem (and similarly random) on other areas of the site where sometimes page and/or sidebar content/css does not fully load until refresh. The issues may be related. They may not. Any suggestions would be appreciated. Plugin conflicts and caching have been fully eliminated as possibilities.
