Categories sorting

My categories settings are
Tag: No
Order by: Count
Order: Highest to Lowest
Post Count: True
Hide Empty: True
Exclude IDs: Blank
Limit: 0
Depth: All and Child Categories.

At I would have expected the Categories oder to be Society (12), Culture (10), Identity (4), Sciences (3) but instead have the order as Sciences (3), Culture (10), Identity (4), Society (12).

Is this an error in the program or am doing something wrong?
