I’m afraid I can’t seem to reproduce this on any of my test systems. So I’m going to need some further info from you to diagnose the problem here.
Has this category chooser ever worked on this system and just stopped working, or has it never worked?
Have you tried it on any other sites (if you have any)?
Could I ask that you check the javascript console in your browser and see if there are any errors that show when you click on the category fields to bring up the category chooser box.
Are you familiar with the browser dev tools and do you know how to inspect network calls made by the site? Are you able to see any errors associated with calls to admin-ajax.php?

Just a thought, but as you mentioned you were testing on a locally installed instance of WordPress, I assume this instance has external connectivity?
The plugin needs to connect externally to retrieve data from eBay, for categories and of course items and data from eBay.
