The Category Link field will transform the category headers into links when using the [link-library] shortcode. I had a user request to be able to make links out of category headers, so this is how this feature was implemented.

So would I put the permalink URL for a category in that field?
Not really. The purpose of this feature was that a user wanted to link to pages outside of his site when clicking on the categories. This link does not get displayed when you show the category list. It gets displayed when you display the actual list of links, as the category header.
