cateogries not saving

This is a new site, I am just setting my categories. They are not saving correctly to the category page, and the parent function isn’t displaying an option.

I managed to set a few categories on the posting page, but the category page is not showing the categories I made there.

Is this b/c of how I have decided to have my categories displayed?
