Change default label size

I can’t find any way to change the default size that the labels of the toolbar are, when you first open the page. My client told me that the buttons are to small and he has trouble reading the labels. So the problem is, that he wants to increase the text, but can’t read the button which increases the text, because it’s to small!
Can anyone help me with this issue?
