Change hover effect while adding a link to a cover block

Hej! So, my question is quite simple. There’s an option to add hover effect while adding a link to a Cover block. After applying it, the block like “jumps” a little. But is there a possibility to change or tune that hover effect? Since we’re talking about Cover block, there could be a lot of thing that could happen with a picture.
