Hi,

Plugin uses the main WordPress settings. http://YourSite.com/wp-admin/options-general.php
If you mean the German language, in your wp-content/plugins/speakout/languages/ file dk_speakout-out_DE.mo has a wrong name, it should be called dk-speakout-de_DE.mo

I hope this solves your problem.
