Change links in posts

I was not able to find anything in the codex, I could have missed it. But I am looking to make a plugin that will rewrite all links that are posted in a post. If someone could link me to information on what the tag is for links in posts so I could make a plugin that would replace all links with lets say a tiny url link instead. Thanks
