Change menu language

Dear all,

I am trying to translate the menu in Russian and failing at it.

I found this explanation how to do this: https://wpml.org/documentation/getting-started-guide/translating-menus/ , but in my settings I have no such options. I cannot pick a language there, because there is simply no such option.

Could somebody help me with that? Thank you!
