Change order quantities before invoice created

    I would like to amend order quantities on received ordered before the order is invoiced.

    For example, if a customer ordered 5 of a particular product but we only have 4 in stock, I would like to ship 4 units and invoice them for the 4 units only.

    Is there a plugin that can do this?
