Changing block settings has no effect

Changing settings in the block editor doesn’t seem to have any effect. Bullets default to dots, year links dont expand, they just link to other pages. Changing post types doesnt seem to work either. And if I save the page, leave and come back, it always reverts to “link to archive” instead of expanding. The title always publishes as lowercase no matter what’s entered.
Is this still being maintained?
