Your server may not be set up to send emails. Can you contact your hosting providers and ask them whether this is the case?
I send emails all the time so this isn’t the problem. What I want to know is how long it takes WordPress to confirm my email change.

Immediately. If that’s not happening and you’re absolutely sure there’s not an issue with the server, this may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
If you can install plugins, install “Health Check”: https://ww.wp.xz.cn/plugins/health-check/ On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.
This is to narrow down the problem. If it’s a theme or plugin problem, we’ll then be able to forward you to the right people.
