changing the maximum upload size in wordpress

With the latest upgrade something has changed in wordpress. I own the server it is on as i am a webhost. I have verified via info.php that wordpress has access to a maximum upload size of 128 megs. As of this version wordpress says the max upload is 2 megs. I have never had to run a plugin or make any modifications to wordpress to have it see all 128 megs of upload availability. Please advise on steps I should take to fix this.

yeah i looked at that.
I have already verified the hosting account is correct..this is NOT a problem with the server..this is an issue with wordpress itself. The php.ini file is correctly setup. I am curious what changed inside of wordpress that slammed this limit back down to 2 megs.
