Is there a way to change the structure from 2 sections to 4? Right now you can create 1 section with 2-3-?, but can you split a column in half horizontally?

I can do it in Photoshop, but it may not be mobile friendly.

Yes, you can do this right now. Just create a 2 column section and then drag in a columns widget into the second column. By default the columns widget will create a 2-column section of which you can duplicate to get the layout you provided as an example.
