Changing the Title?

This is a silly question. I know HTML and am pretty familiar with CSS, but know nothing about PHP. I just installed my blog and am starting to customize it. Where/how do I change the default title in the header from ‘my weblog’ to something else? Is it in index.php? Or is it somewhere in the options when I’m logged into the WP interface?
