Character encoding issues: Latin1 to UTF8

I recently had my hosting server account deleted accidentally and upon renewing it, I seem to have run into character encoding issues. Upon searching on google I found a few solutions listing that I should try.

I’m also not too sure where to get started as these instructions seem to be for people with the prior knowledge of fixing such issues on MySQL or phpmyadmin. Could there possibly be someone who can help me fix this, or guide me through this as a beginner ?
