Character rendering wrongly breaks form

    Why would a contact form code like this
    [contact-form-7 id=“538” title=“Untitled”]
    render on the actual page as this?
    [contact-form-7 id=“538″ title=“Untitled”]
    note the ” after 538 has changed and I can’t see why
