charset problems

So I recently switched servers, no domain or url switches and I followed the instruction on the codex page. However it seems that somewhere my unicode is getting trashed.

Somethings that I checked. WP is using UTF-8, my server is UTF-8, and my mysql tables are all UTF-8.

If I view the columns from shell everything is fine, but anything that had unicode on it when viewed in wp-admin is blank. All titles with unicode now read (no title), post_content shows up blank in the editor, and tags now will not save if they have a unicode character in them.

I have tried disabling all plugins and nothing was fixed. Not really sure what is causing it.

I was going to try a find/replace in the database, but it is all fine there. So I am really lost at what to do.
