Clarification needed: post updated trigger

Does this trigger fire regardless of the post publication status? Or does it fire only if the post has been published?

Doesn’t make much sense to create a notification if the post is a draft. But what about pending review?

Btw when will the plug in be fixed to suppress notifications sent to the user when it was they that made the change? This is an obvious requirement that should be part of the base plugin.
