Clarification request re. user-creation

Thanks for the plugin – it looks great!

I am testing it out and it appears that if an incoming trigger creates a user, that does not in turn create an outgoing “Create User” trigger.

To put it another way: If I have sites A, B and X, with A and B each synced only to X, then creating a user on A will only create a user on X, not on B.

I’d be grateful if someone could confirm that this is expected (which is fine, as long as I know), or if it indicates I need to fix something.
