Cleantalk blocking Bloom Form

The Bloom form works on a desktop computer but gives and error message on when filling in form on a cell phone. The message is “forbidden you tried to submit too many times, try again in few minutes.”

I’ve deactivated cleantalk and the form works on a phone. It is still activated, because I have a promotion going on right now.

Any ideas what this could be?

All plugins and themes and WordPress are updated.
