Click hyperlink to open popup

Hello,
I’ve read in your documentation that you can create a shortcode which creates a link, that when clicked opens a popup, but is it possible to have a hyperlink that does the same?
E.g. the words ‘Terms and conditions’ as a hyperlink in a contact form that when clicked opens the terms and conditions.
If it’s possible, how would I create it?
