Client-Side Cache, please elaborate

What it does actually, sorry maybe brain overheated but description isn’t clear enough for me 🙁 Where are the settings for it being stored, and isn’t that the same or similar to ‘Leverage Browser Cache’ for apache servers through .htaccess?
