The above setting would mean that users will encounter the popup once on every new page. The 35 days will only work if the user visits the same page again.
If you don’t want users to see the popup after they close it then you’ll need to use “Do not show this pop-up across the site” option instead.

What we meant is there seem to be visibility conditions present on your Hustle popup that is different when compared to the export you have shared. Either it’s a cache or you have recently changed the visibility condition of the popup.
Would recommend clearing the cache if there isn’t any change mode on the visibility conditions and see whether it works fine.
I don’t see you mention about clearing the cache so please do let us know how that goes.
Based on your above screenshots it is correct, just an important note is the plugin will use a cookie to validate this, in case the user clears the cache or use a different browser PopUp will be visible again for that user.
