Unfortunately, I’m not able to view your Google doc.
You can always control the capabilities of particular users using one of several different plugins that allow you to fine-tune whether or not a user has particular capabilities. User Role Editor is one plugin, another is Members by Justin Tadlock.
Pretty much, Author-level users can only create and edit their own posts. Maybe you can briefly outline what you’re worried that these users might do?

The default WordPress roles are not bad at all but for granular control like that you really do need a plugin.

Can I keep this one open?
I was really enthusiastic when I started checking boxes to include and exclude options from the Author Roles, great UI. But the most important I need “Author Role cannot create New Tags or Categories (just select existing ones)” isn’t covered :-(!
I don’t know if I should abandon Members for an alternative, as it covers 99% just not the 1 most important …
Or should find somebody to code this extra bit for me?
