COD method not working

hello. I install the plugin, then Add New Shipping Method. in COD page settings I checked all available shipping methods. Advanced Flat Rate Shipping I checked too. then on the checkout page I checked one by one all standard shipping methods and all it works fine, i.e. COD is available. but only on Shipping Method of Advanced Flat Rate Shipping COD is unavailable. I looked its record in DB in woocommerce_cod_settings and it should work, but it doesn’t.

I clear transients and caches few times, then few times reinstall the plugin and clear transients and caches again, I disable and reenable COD-settings but COD still not working with Advanced Flat Rate Shipping. only with Advanced Flat Rate Shipping.
