IP 94.75.211.74 is not in our blacklists and there are no requests with it:

So it seems that our plugin doesn’t block IP 94.75.211.74
Why do you consider that CleanTalk plugin blocks it? Could you tell us more details, website name? Could you mark some requests?

Thank you! I’ll have a look at it later in the day. I made this request based on Pingdom logs. I have a load of 403, say, hundreds, with html pages generated when their bots were rejected, saying (other examples):

If IPs (94.75.211.74, 185.152.65.167, 169.51.80.85) belong to a trusted source you can whitelist them.

Also please check “Traffic control option”. You can try to increase requests number for this option.

Well, I’m not sure what happened. But since yesterday night, everything is functioning normally again: Pingdom and Uptimerobot can do their job without problem. And I find no trace of their being blocked in the Cleantalk interface. So all is for the best.
