Combine External JavaScript and External CSS HELP!

Okay so I’ve been attempting to fix my external JS and CSS for a while now, no plugin is helping the issue. I got a score of 0/100 on speed test for JS and a score of 30/100 for CSS. These are the issues I need to resolve as my website is going so slow. Help!
