Combining with WP Maintenance Mode

    This is normal. One way to explain it would be that the capability setting is a “user must have exactly this” requirement, not a “user must have this or better” requirement. Since an admin usually only has the “Administrator” role and doesn’t also have the “Editor” role, an admin won’t be able to see a menu item that has the required capability set to “editor”.
