I recently switched over from wordpress.com to a ww.wp.xz.cn site. I configured the settings for comments under the discussion section exactly the same as before, but ended with different results. Image of the settings, they’re exactly the same for both sites.

I used the lodestar theme for both sites, in fact I just imported the wordpress.com site over. What I want is for the comment box to show up like on the wordpress.com site. But even with the exact same settings it currently shows up for me like this.

I also do have the ‘Allow readers to leave comments using their WordPress.com, Twitter, Facebook, or Google+ accounts’ settings enabled as well.

I’m aware if I turn off the ‘users must login setting’, it’ll show up, but I don’t want that and it was fine before over on the wordpress.com side. Is there a solution to this somehow?

No. You say that you don’t want to turn off the ‘users must be logged in’ setting, but that’s what controls it.

In the WordPress.COM Ecosystem, pretty much all of the users are logged in because they’re looking at their own blogs. When you’ve got a self-hosted site that same doesn’t apply.

The only thing that I think might work as you are hoping for is to install JetPack and that lets you set up the comment form to login using various social media services as well as WordPress.com.

I do have jetpack installed, those are jetpacks settings, and I turned on the setting for both login from wordpress.com and ‘Allow readers to leave comments using their WordPress.com, Twitter, Facebook, or Google+ accounts’ as stated in my original post.

The problem with turning on ‘users must be logged in’ is that it doesn’t allow for logins from other social media, even though I have the option enabled.
