To disable/able comments on future Pages/Posts, uncheck/check “Allow people to post comments on new articles” in Settings -> Discussion.
Please note this setting only enables the *default* for *future* posts, it does not effect existing posts in any way.
Then where you create/edit posts or pages in admin, check if you have ticked comments for your posts/pages in the “discussion” box below the editor. If you don’t see the “discussion” box there, in the ‘screen option’ dropdown field (located near the top right), there are tick-boxes to show the ‘discussion’ box for the posts/pages. Tick mark it. In the ‘discussion’ box below the post/page editor, you can then allow/disallow comments for the page. – If you don’t see that Screen Options tab, are you currently logged into the site as an Administrator?

You need to report the issue to the theme’s author and ask them if they have any solution.

hi
i have a terrible time trying to fix this problem
my blog page doesn’t have command area
-i checked the discussion box from screen options
-from Settings ==> Discussion Settings i check the box of ‘Allow people to submit comments on new posts ‘
-from blog page i check the box ‘Allow comments’ under Discussion
but still the same problem no comment area
please forgive my english
ps: the comment area is showing on another theme
