Comments automatically active on submitted posts

Every time an author/contributor submits a post, being the blog administrator, I need to approve it: I configured it this way and works wonders.
What puzzles me is that, If I’m the one publishing a post, comments are automatically active and require no further action for that one post. But if I approve a post that has been submitted by a contributor, comments are disabled by default on that post, and I need to activated em manually, one post per time.
Is it the default WP behaviour? Is there any way to make comments automatically active once I approve someone else posts (ie, did I forget to check some option in the configuration area)?
