In the page or post editor, under screen options, at the very top, right below the word Howdy, ensure that Discussion is checked. Then scroll down to the bottom or the page editor and make sure that Allow Comments is checked.
Does that fix the problem?

Also, make sure that you haven’t checked “Automatically close comments on articles older than x days” in Discussion Settings.

PHPMatters: The discussion settings are fine, that one is NOT checked.
BigActual: The options are all checked in the post editor under the screen options tab at top right. The comments are all check to be allowed. Everything is as it should be and I STILL can’t get the comments to open. I have changed the theme, checked all boxes, or unchecked boxes. I have not idea.
What else can I do? This has been a recurring issue with WordPress.
