Issue is with WP Rocket recent release 3.9.2. When I reversed it to 3.8.8 version, the issue gone and website working good now.
WP Rocket and WP Meteor not working together on the site and giving server load and database error also. I have raised the issue with WP Rocket since they rolled 3.9 versions only to 45% users.
Will update you further.

Have you got a notice about conflicting WP Rockets’ ‘Delay Javascript execution’ and suggestion to disable WP Meteor?
@aguidrevitch Yes Alex I got that notice and the issue we where facing was Unused CSS file deletion option which is in BETA and when we disabled that option, website back to normal.
We have also disabled Delay JS Execution option from WP Rocket and activated MP Meteor instead for this feature. WP Rocket support team wrote to us to disable WP Meteor and activate Delay JS Execution in WP Rocket and when I did so, the speed Metrix score affected.
Alex I sincerely believe that you should come up with some best solution in coming updates about the compatibility issues with WP Rocket. Since WP Meteor is best work with WP Rocket and most of users would like to keep both.

We’ve talked about the issue with WP Rocket team. The only conflicting option is ‘Delay Javascript Execution’ in WP Rocket, so you’re good to use WP Meteor as long as you disable this option in WP Rocket. Both WP Rocket and WP Meteor now have notices about this conflict.
