There is no feature to remove all options upon uninstalling the plugin at this time, but it’s on the to-do list for when the currently ongoing settings revamp has completed the first stage.
The main settings are stored in the woocommerce-ppcp-settings option from the wp_options table and remain in place after deleting the plugin. If I’m not mistaken, there are only two different options plus the gateway-specific settings and transients, which should clear automatically after a while.
