Note that doing this would mean that you’re no longer asking users to opt-in, but that you’re asking them to opt-out instead.

But if you decide that you want to do it, regardless of this not being compliant, the above article also contains an add-on plugin that you can install; which will pre-enable the categories.

But to reiterate, this is not compliant in regions where an opt-in is required.
