I also have an plugin custom order status manager 1.9.3. (I am not sure if his is relevant)
I have no conditions set up on my invoice setting as I would like to see it generated AND attached to a completed order. Once I can do this then maybe I will consider the conditions
I have a custom email WooCommerce Email Customizer with Drag and Drop Email Builder (v1.4.32). I have a custom “Completed” email that is generated by the order status “Completed”
I have two invoices set-up
I can see the drop to do add manually however I cannot get the pdf to be created or added automtically.

Is that ‘Completed’ status the standard woocommerce ‘Completed’? Or is a custom status? If it is a custom status I think the problem is that the plugin doesn’t support custom statuses yet. This is already in process to be implemented. It will be released this week or next at most.

Well, it is defined as Core please see screen shot. I cannot delete the status although I may have changed the name, does the plugin work form the name or slug.
