Conditional Logic Not Working

I’m in the process of building a form with Visual Form Builder Pro. This is a registration form where when someone selects a number of attendees, attendee name fields are supposed to drop down.

For example, if someone selects two attendees, then the fields labeled “Name of First Attendee” and “Name of Second Attendee” will drop down.

I believe I’ve set the conditional logic correctly, however, I cannot get these fields to drop down when a number is selected. Although the fields never show up when someone is registering, they all show up blank in the emailed response form.

I’m at a loss. Any help or direction would be appreciated.
