I was wondering about the global settings and how does it work. for example can I disable w3tc, wordfence and wordpress seo without affecting anything since they still show up in the dashboard?

Also the settings that I change in single pages don’t do anything to that page, I have to go to global settings an do the changes I want to see.
For example when I deactivate a plugin in global settings and then go to the page I want that plugin to work and then I activate it, it doesn’t do anything.. i have to go back to global and activated again to show.

You should copy it. The MU plugin does all of the disabling so you can quickly disable PO by deleting the MU plugin file. Then you can copy it again when you want to turn it on.

Global settings apply to every URL in your wordpress install when you have “Selective Plugin Loading” and “Selective Admin Plugin Loading” enabled. If you don’t have “Selective Admin Plugin Loading” enabled then the global settings will not apply to any URL in your admin.
