console error – javascript?

I get the following error in the console and I would like to have it fixed as it was one of a list of errors that were causing confusion by another developer trying to troubleshoot our website’s functioning:

GET http://dev.thecatalyzers.co/wp-content/plugins/gotowp_personal/javascripts/jquery.validate.js?ver=3.7.1 404 (Not Found)

That file exists, so I’m guessing the 404 relates to something inside the file? If this is something I should/could be taking further before making this post, whatever guidance you can steer me towards so I can follow it further on my own would be most appreciated.

The developer didn’t say this caused him a problem, he was just overwhelmed with a large number of js errors on the site, so I’m trying to look at all of them to see if we can’t work them out.
