Constant Contact Integration Bug?

Summary: Constant Contact receives a max of 1 contact form 7 submission from a unique email. Additional Contact Form 7 forms fail to send to Constant Contact once that email has been used.
Use Case: Grad students sign up for onlines course in advanced topic (SenseiLMS). At the end of the course is a feedback form (Contact Form 7) which has Constant Contact List the student can elect to send their contact info to.
Design: Each course has a unique Contact Form 7 associated. Each Contact Form 7 has a unique Constant Contact List. There is one Constant Contact account.
Issue: The first time [email protected] subscribes to a course 1 list via this use case, Constant Contact successfully receives the submission. When [email protected] subscribes to course 2 via this use case Constant Contact does NOT receive the submission.
Validations: The email alert sent to the admin by Contact Form 1 and Contact Form 2 is successfully received by the admin. The Constant Contact details about [email protected] are not received in the 2nd form submission.

ps. submitted to Constant Contact support. Contact Form 7 integration is not a supported plug-in at Constant Contact. So sent me to Contact Form 7 for assistance.
