I just ran test with Contact Form 7 and works fine with our plugin.
What is your site address? Maybe have some string in bots database blocking your site.
Leave email notifications enabled and check your inbox and spam box.
Look your bots table what is blocked. (order by num blocked).

If our plugin block, should block always.
Maybe you have some problem to delivery your email to your inbox (not related with our plugin).
Try to disable our plugins and run tests.
I’m unable to give more sugestions because you don’t told me your site url.
If you have another site with different domain, try our plugin there.
I forgot to say:
Take a look also your free memory:
Dashboard => Stop Bad Bots => top Bad Bots => Memory CheckUp
Run with low memory can create a lot of unexpected issues.
