contact form limitation

hello
i have a lot of registration forms with contact form 7.I want to limit the user for registering my contact forms.
Free user wil be have 3 due to register contact form.Premium user wil register unlimited.How can we do this ? Are there any freelancer to help me for this.Thanks.
