Contact Form Submit button is "disabled"

I am using 2 contact forms on this site. They are on different pages, one on the services page, and one on the contact page. The submit button of the one on the contact page is not clicking and when I inspected the element it has a tag on it that is disabled=”disabled”. See page here – Contact Page. How to I enable it? I can’t find any settings that would have made this disabled in the first place.
