You can create a new menu and name it as “Pre-header Menu” and check the box of Pre Header Menu from under Appearance > Menus > Menu Settings, and then add your phone number by using a custom link, as shown here (see: http://prntscr.com/fxli03). Then the phone number will show on your site like this: (see: http://prntscr.com/fxlj2t). Later, you can change its position with custom code.
