I have same problem!
In to debug console of chrome I see this error:
[FixedLayer] Inline styles with top, bottom and other CSS rules are not supported yet for fixed or sticky elements (#14186). The error is in to GDPR notice and Privacy Settings

Can you please give your website URL with us? So we can easily analyze and help you to fix the issue for you.
I had to turn off GDPR Compliance and now the links work.
If I active it the links don’t work.
You can try to see AMP cache of google.
